For open world, I think Days Gone is best well rounded game that is packed with action, incredible graphics, decent stealth mechanics and a sense of panic, especially when playing on Survivor II difficulty.
For a linear game, the Last of Us 1 and 2 on Grounded has all of the same things plus better stealth mechanics in Part II.
