Correction: it HAD Thunderbolt. Now it has Swift instead.

You can't rewrite history. We have evidence of his treachery... Flareon led Red straight to the PC upon his unsealing and brought doom to Abby and Jay Leno, weak as they were.

That was in the same day, I think; not long after it was deposited. Drowzee came out okay, Flareon was banished from the realm (unleashing chaos upon Johto until it is found by the Kimono sisters)

Dig Rat is easily the best chance we have of beating Pokemon Tower. Normal type negates ghost attacks + thunderbolt, dig etc.

Dig Rat doesn't have thunderbolt anymore. He learned Swift in it's place. Still has dig though.
