The higher the resolution, the GPU starts losing the battle and sadly CPU cannot do much about it.

AFAIK, resolution is a GPU task, you don't ask from a CPU to be "faster at 4K".

This CPU wasn't nothing revolutionary and fitting whih standard current architecture, which makes chance of changing the rules nearly 0%. The GPU bound is the upper limit. Below that limit you will still see scaling. But TechPowerup has the 9800X3D a whole 0.3% faster at 4K than the 7800X3D, which illustrates just how much room there is for a faster CPU.If that was true the framerate numbers would be identical and they are not.
