It ran worse than that, you obviously wern't there at the time, i'm a PC only gamer, never owned a console but that doesn't mean all PC games are better if they are bad ports and GTA 4 was a bad port.
I was and didn't run worse than 30fps at higher resolution and everything else on a good setup. 🤷‍♂️

Well you must be the lucky one then, you could always check the GTA Forums and see the loads of posts at the time in the PC section, jumping through hoops to try to get it to work properly, it was a bad port!. and i love PC gaming.
 
I finally bit the bullet and played this on an emulator a while back and it totally lived up to my expectations. Look forward to not having to play it at 20fps.

People with "shit" setups complaining that a bad port run bad sure can be true, I don't doubt.

It was priced at $40 on switch/ps/xb at launch so we can probably expect the same for PC?

if this is a properly done port, this game should run at 4k 120fps even on an RTX2060

14 years later and it took a different studio to do it based on their Switch and PS4 port, I think it's fair to say the original statement was true. The file structure of the new ports is vastly different compared to the 360/PS3 version.

Will definitely get it. But as it requires a rockstar account (and probably the launcher as well) I'm sure a lot of PC gamers will be up in arms about it. Right.
They were up in arms over a decade ago when the launcher was introduced and GTA IV was tied to GFWL.

The 360/PS3 version as it was, yes, that shit was a mess file wise. The Switch/PS4 ports by Double 11 however are arranged very differently and the seeds for the PC version have been known for a very long time that it'll be based on this version, the studio even confirmed it themselves.

It could be argued they were correct since it took Rockstar 14 fucking years I mean that would suggest to me it wasn't a walk in the park. All very meh to me I never even got out of the mountains in RDR 2 I found the game that boring.
